General Ideas
The whole point of Vagabond is getting the last tier of all Weapon Classes he has equipped. This build is based on the juicy +25% Explosion Size from Explosive and the Elemental Damage scaling of Nuclear Launcher, Plasma Sledge and Fireball. Also, these explosions inflict Burn with Scared Sausage (or natively for Fireball), to finish off tankier enemies.
Must Have Stats
As Vagabond you start with negative Armor and Dodge, so you need a decent HP pool, especially in early game since your AoE weapons at that time are melee. Speed is also helpful to stay out of trouble.

Early Game
You can start either with Torch or Plank for a correct clear. Torch gives you Primitive for a nice early HP chunk, while Plank gives you Explosive to increase your chances of spawning your mid-late game weapons such as Fireball. Anyway if you can, take both. Icicle has a nice damage output and gives you a bit of Crit with Precise. I found Lightning Shiv to be a bit weaker in terms of dps, but it can also be a solution. If you are not offered Torch, you should get a Primitive weapon for a bit of HP : Quarterstaff increases your Armor with Medieval, Cacti Club gives you Heavy to increase %Damage and help spawn late game weapons (Flamethrower, Nuke Launcher and Particle Accelerator) In terms of stats, I advise you to at least get your Armor back to positive, take some HP and Speed and start scaling your Elem Damage. Other than that, take Scared Sausage and Snake ASAP.

Mid Game
Keep scaling Elem Damage and start getting some Attack Speed as well. Take your Tier 2 and 3 weapons as they come, and if you don't get Flamethrower, you should include one Heavy "filler" weapon to increase Heavy spawns, such as Mace (for Medieval's tankiness) or Grenade Launcher. Prioritize improving Burn and Elem Damage, but if you have the opportunity to improve your Explosions (Damage, Size, getting some Landmines), go for it.

Late Game
Keep getting the same stats and improving your Burn and Explosions. Before replacing your Torch or any other Primitive weapon with some late game solution, be careful that you have enough tankiness since losing Primitive is going to remove 15 points from your HP pool. If you still have room in your weapon slots, a Screwdriver can be a decent option, particularly if you have improved your Explosions a lot or managed to increase your Engineering, for instance with a Strange Book.

DEX-troyer seems very nice, but with Vagabond's passive, you're getting the whole 6th grade "bonus" from Legendary, i.e. -100 HP. Avoid it, as well as any other Legendary Weapon.
